Dear Mr. Baird,
As members of the Standing Committee on Government Operations and Estimates, we received the package of documents you provided relating to proposals submitted to your office by Green Power Generation (GPG) and its principals, Rahim Jaffer and Patrick Glémaud, immediately following their appearance at the committee.
Though you assured the House of Commons last Thursday that all information relating to these proposals has been released, it appears that some relevant documentation is missing.
First, the package contains a $100 million funding request from GPG on behalf of Green Rite Solutions. According to a media report last week, your officials studied the proposal and told Green Power Generation near the end of September that it had been rejected. Both the project review and correspondence with GPG were not provided to the committee.
Second, the package contains a partial copy of an email communication between Infrastructure Canada staff and Kimberley Michelutti, an assistant to your Parliamentary Secretary, Brian Jean. Portions of the emails (page 2 of 3) which discuss specific applications to the Green Infrastructure Fund identified by Mr. Jean, including two from GPG, were not in your package.
Finally, we note that copies of the proposals circulated to members of the media differ from those provided to committee members. Omitted in the latter include a 14-page GPG “project offering” and a hand-written note atop one proposal that reads “From Rahim – submit to dept.”
We would appreciate if the committee could receive a full set of documents related to Green Power Generation, or its principals, held in the care of your department.
