Born in Saint-Marc, Haïti in 1958, Emmanuel Dubourg emigrated to Québec in 1974. He completed his high school in Montréal-Nord and got his Accounting degree from l’Université du Québec in Montreal (UQAM). He obtained his Executive MBA also from l’UQAM and masterfully completed the highly regarded “triple play”: Certified Management Accountant (CMA), Certified General Accountant (CGA) with a mention for finishing 3rd in Québec’s exams and The Ordre des comptables agréés du Québec (CA). Mr. Dubourg began his professional career in 1985 as auditor in one of the largest Canadian accounting firm, after which he began a remarkable 20 year career in the federal public service, notably as leader of the team assembled to help uncover the underground economy. This was followed by his appointment as advisor to the Assistant Commissioner. While pursuing his public service career, Mr. Dubourg taught at the collegial and post-secondary levels and acted as a consultant internationally in the accounting, financial and fiscal areas. Well known for his commitment to learning and for inspiring students to acquire skills using adapted tools and targeted teaching approaches, Mr. Dubourg was principally singled out when he put together a Handbook on procedures and a Code of Ethics for inspectors which he trained as auditors. He is the recipient of many honors and awards including the Queen Elizabeth II Diamond Jubilee Medal, the Governor General’s Award, an honor award from l’UQAM and the CA Émérite award . Mr. Dubourg was elected Liberal Member of the National Assembly for Viau in the 2007 provincial election. He was first appointed parliamentary secretary to the Minister of Emploi et Solidarité sociale then became Parliamentary secretary to the Minister of Finance. Reelected in 2008 and 2012, he decided to run federally for the Liberal Party of Canada (LPC) in the November 2013 Bourassa by-election, which he won. He is now the National Revenue and DEC(Q) Critic for the Liberal Party of Canada. Father of Edwin-Simon and David, they are all proud members of the community mobilized by “Avew map mache”, “At your side”.

Emmanuel Dubourg is the Liberal candidate and current Member of Parliament for Bourassa, the riding he has represented since 2013. He was previously involved in Quebec provincial politics as a Liberal Member of the National Assembly for six years. Before entering politics, Emmanuel worked in the federal public service for nearly 20 years. He also taught at the college and university levels and was a successful public speaker. Internationally, he worked as a tax auditing consultant in West Africa. Emmanuel is the co founder of CPA Without Borders, a non profit organization that offers professional accounting services internationally on a volunteer basis. Emmanuel has earned both a Bachelor of Accounting and an MBA, and was named a ‘grand ambassadeur’ by the Ordre des comptables professionnels agréés du Québec in May 2014 (Fellow). Other honours he has received include the Queen Elizabeth II Diamond Jubilee Medal, the Governor General of Canada Medal, a performance award from Université du Québec à Montréal, the CA Émérite award, and the Innovation and Excellence Award from the Canada Revenue Agency. He was also named one of the Top 20 Diversity Personalities in 2013 and was the recipient of a Black History Month award.
